Advertisements Policy
PREAMBLE
London Muslim Mosque (LMM) allows advertising on Mosque property. Such advertising will be under the strict control of the Mosque and will follow Mosque policy. LMM retains the right to refuse any advertising requests at their sole discretion.
POLICY
Guidelines:
· Only LMM related news or approved articles/flyers/posters by Mosque management are allowed on the Mosque notice board.
· No advertising material (flyers, business cards, etc.) shall be placed inside the Mosque without prior approval of Mosque management.
· Religious related materials are to be reviewed and approved by the Imam.
· Local Islamic and mainstream organizations can advertise via LMM Newsletter’s the third-party section.
· The LMM assumes no liability arising from the contents of and events of activities announced in the advertisements in the LMM Newsletter’s third-party sections.
· Social media channels, such as Facebook and What’s App, will be reserved for LMM related announcements, news and articles.
· Exceptions can be made after prior approval has been obtained from the LMM board of directors.
· Politicians, or their agents, wishing to distribute flyers or greet congregants, must set up near the exits and not inside the prayer halls.
Announcements Policies
· All announcements must be made by the Imam, Operations Manager, the Chair, or a designated delegate.
· All religious related announcements shall be made only by the Imam or a delegate.
· All operational related announcements shall be made by the Operations Manager or a delegate.
· All other personal or public announcements requests shall be made in writing and prior approval from the mosque management shall be sought and obtained.
· Announcements for Friday prayer must be e-mailed or communicated by other means to mosque management by 5 pm on Thursday.
· Exceptions may be made after consultation with the Imam and/or the operations manager.
· No person will be allowed to stand and give a talk at any time without prior approval of the Imam or the Operations Manager - see Speaking to Congregation Policy
Charity and Donations Policy
Charity / Donations
· All public donations or collections must receive prior approval of Mosque management and funds donated or collected shall be channelled through LMM.
· Only CRA approved Charities may be allowed to raise funds at LMM. If approved, the
· Charity is responsible for bringing its own volunteers to organize and supervise the event/activity.
· The LMM may choose to charge an admin fee.
· Donations to the Mosque or any other LMM department will go towards meeting the Mosque or the department expenses.
· Donations made to a specific Significant Department or Committee will go towards what they are specified for and will not be channelled to any other purpose before first obtaining the donor’s written consent.
· Donations to a specific project will be only used for this purpose and will not be channelled to any other purpose before first obtaining the donor’s written consent.
· Zakat funds collected by LMM shall be distributed in accordance with the Quranic text (Quran 9:60). Donors shall be given a choice as to where their Zakat should be directed.
· Sadaqah (charitable donations) collected by LMM shall be distributed according to recipients’ needs.
· Furniture, clothes, food or other donated items must not be brought to the Mosque unless prior approval has been sought
Children Supervision Policy
· Young children are welcome and are encouraged to attend the Mosque. However, to be respectful to others and our space, they must be under the supervision of theirparents /guardians or other authorized adults subject to the guidelines provided below.
· It is the parents’/guardians’ responsibility to keep a close watch over their children, to keep them safe, and to make sure that they do not disturb prayers or activities, or harm themselves.
· Children under the age of 13 must be supervised by the parents, guardians, or teacher (designated individual, program supervisor/instructor).
· Children under the age of 7 must remain near their parents or guardian during prayer time.
· Keep your children with you at all times.
· It’s recommended for parents with young children to pray near the edge or either end of the lines (not in the center of the lines)
· Parents are expected to teach their children general mosque etiquette.
· Mosque’s significant departments have the obligation to teach children in their care mosque etiquette and supervise children to remain quiet and respectful while moving around the mosque lobby and prayer halls.
· Individuals have no right to have any physical or aggressive verbal contact with children.
· LMM shall not be held liable and/or responsible for children left unattended inside or outside LMM property.
· Children enrolled in any LMM program should not be at the mosque earlier than the specified time of the drop off.
· No food or drinks are allowed in carpeted and prayer areas.
· Parents are responsible for any damages caused by their child(ren).
We are requesting Attendees of the Mosque to adhere to these guidelines:
· Shoes must be removed before entering the prayer halls and placed in the shoe racks.
· Be respectful by remaining quiet in the prayer space.
· Be mindful of the programs taking place inside the prayer hall, if arriving late,remain quiet and not disturb the ongoing program.
· Keep silent during the Friday sermon.
· If a congregant or a child is misbehaving at the mosque, do not address them directly. You can file a complaint to the Imam or a LMM staff and they will look after your request.
· Physical and verbal attacks or abuse against staff, members, volunteers, or guests will not be tolerated and will be subject to disciplinary action.
· Aggressive or belligerent behavior will not be tolerated and will be subject to disciplinary action
· No one is permitted to collect funds directly or indirectly from congregants without a written authorization from the LMM Board of Directors.
· No alterations should be made to the prayer hall set-up such as prayer line markings, posting items on the wall, bringing in used furniture, turning screens on/off, etc.
· No casual or social conversations to be held in the prayer hall during prayer service or programming.
· No food or drinks are allowed in the prayer halls, except for water & baby formula.
· No member or guest should engage in disruptive or aggressive behaviour that disturb the peaceful environment of the mosque.
· Children must always be kept under parents’ control and supervision.
· The last person to leave the masjid should turn off lights and make sure all doors are locked.
· Inappropriate language should not be used, and will not be tolerated, in the Mosque, inside the prayer area or outside. This includes the use of foul language, cussing, cursing, or discussing inappropriate topics.
· Smoking is not allowed on the entire LMM property (inside or outside the Mosque).
· Cell phones must be turned off during all prayers.
· It is expected that people attending the Mosque activities show proper cleanliness in clothes and bodies.
· Attendees should refrain from littering anywhere in the mosque and garbage must be kept in the designated receptacles.
· Users of the washrooms and wudu (ablution) areas are expected to leave these premises as clean and tidy as possible after use. Men and boys must sit when they use the toilets. Please make sure that these premises are used properly and left clean and tidy after usage.
Dress Code/Clothing in the Prayer Halls
· Men and women are expected to dress modestly according to Islamic teaching.
· Men and women are expected to wear clothes that cover their whole body in a non-revealing way. In addition, women are expected to wear a headscarf.
· Please wear T-shirts that are appropriate i.e. No skulls face or explicit phrases such advertising rock bands, messages, etc. should be avoided.
Books and Literature
· LMM will establish guidelines as to the selection of books and literature that are to be placed in the Mosque’s library.
· Prior approval of the Imam must be obtained before books and/or literature are placed in the Mosque.
· No books and/or literature shall be distributed or posted in the Mosque before prior approval of the Imam is sought and obtained.
· Those who do not agree with the Islamic rulings, mentioned within Jumuah Khutbahs, must discuss this with the Imam after the Khutbah.
· It is not allowed for anyone to interrupt the Imam during a Jumuah Khutbah.
· Lecture/Halaqah attendees can politely and respectfully question the source of the ruling during a Halaqa or a lecture.
· Any disagreement persisting after the matter has been discussed with the Imam can be brought to the LMM Board of Directors’ attention in writing.
· The LMM Board of Directors may refer the matter to the London Council of Imams to seek further clarification on the disputed matter.
· The LMM Board of Directors shall communicate the LCI ruling to the individual who raised the matter.
Mosque Disciplinary Policy
· The mosque takes concerns/complaints seriously and will respond to them in a courteous and efficient manner.
· An effective procedure for making and resolving complaints (including appeals) from members of the public is established.
· People wishing to make a complaint know how to do so.
· All individuals who use the LMM premises are treated fairly and given an opportunity to redress any allegations against them.
· All those involved in handling a complaint make every effort to resolve matters quickly and amicably.
1. As soon as possible after the complaint has been lodged, a senior member of staff or management, appointed by the LMM BOD will contact the complainant. The purpose of this contact is to make an initial response and to explain how the mosque intends to investigate the matter, how long the investigation is likely to take and when to expect a response. Where in the course of an investigation it becomes clear that this date is likely to be exceeded, the complainant will be informed of a new response date set.
2. At the end of the investigation, the complainant will be informed in writing of the outcome. This will include the conclusion reached, the reasons for it and any action taken or proposed.
3. The complaints made will not adversely affect the complainants' use of the mosque.
4. Subject to points 7 and 8 (below) any complaint or concern, viewpoint, etc. raised by complainants will be treated as confidential.
5. Knowledge of the complaint will be restricted to those who, for various reasons,
need to know about it. This will include the member of staff initiating the contact with the complainant and BOD member investigating the complaint and any other member of staff otherwise involved.
6. On occasion, however, it may be necessary to inform third parties of the complaint and, possibly, the identities of those involved. The most obvious example of this is where an investigation suggests that a criminal offence has taken place. In such circumstances, the Mosque would cease its investigation and refer the matter to the relevant external agencies.
7. It may be the case that, as a result of a complaint made by a complainant, disciplinary action may be taken against a member of staff employed at the mosque.
8. Where this occurs, any such action will be taken in accordance with the official
staff Discipline Policy in the LMM Employee Handbook and will be handled confidentially.
9. The mosque hopes that a complainant making a complaint will be satisfied with
the outcome at stage 2. Certainly, it will make every reasonable effort to ensure that each complaint is fully and properly investigated and that the issues raised are considered in a fair and professional manner.
10. However, where the complainant is dissatisfied either with the outcome of an investigation or the manner in which the complaint was handled, they should inform the LMM BOD in writing by letter or email.
11. Upon receipt of a request for a panel hearing, the LMM BOD will convene a panel to hear the complaint within 10 working days of receiving the complaint.
12. The panel will include three people. None of the panel members shall be directly involved either in the matters detailed in the complaint or its investigation and adjudication prior to this point and shall be independent of the management and running of the mosque. The panel will be selected by the LMM BOD.
13. The appeal panel will have access to all relevant documentation already provided.
14. The complainant will be invited to attend the panel hearing. In addition, the complainant will be invited to bring a friend or a relative for the panel hearing.
15. The panel will make the final decision in respect of the complaint. It may, if it so chooses, also attach recommendations to its findings.
16. The panel’s findings and recommendations will be emailed or otherwise sent to the complainant within five working days from the date of the hearing. Where relevant a copy will be sent to the employee(s) complained against.
17. A copy of the panel’s findings and recommendations will be kept on file in the Mosque office, where it can be inspected by the LMM BOD
18. Where a BOD Member is the subject of the complaint, the matter should be referred directly and in writing to the LMM BOD. The LMM BOD will then contact the complainant in order to explain how the complaint will be investigated, how long an investigation is likely to take and when they might expect a final response.
19. The LMM BOD will appoint a person to investigate the complaint and report his/her findings to them. After considering this report, the LMM BOD will then write to the complainant within five working days. This letter will include the conclusion reached, the reasons for it and any action taken or proposed.
20. If the complainant is dissatisfied with this response, they should write to the LMM BOD to request that the matter be referred to a panel hearing.
21. The composition of the panel, its purpose and procedure are set out above.
1. The individual will be given a formal verbal warning, or if the matter is of a serious nature, a written warning will be given, describing the nature of the offence and the likely consequences of further offences.
2. Further misconduct or repeat of an offence will warrant a second written warning, containing a statement that any recurrence will lead to further action by the BOD as detailed in point 3 below.
3. Should there be yet a further offence or misconduct, the individual will be subject to immediate revocation of membership, dismissal from the Mosque premises for a period deemed necessary by the BOD. If deemed necessary, the BOD may seek the issuance of a restraining/no trespassing order.
4. In the case of offences constituting gross misconduct or negligence which bring LMM into disrepute with members/non-members or the wider public, this will constitute an automatic termination of any membership and the privilege to attend the mosque for a minimum period of 12 months.
5. Mosque staff will be disciplined according to LMM Employee Handbook Policies and Labour Laws and actions taken, if any, will be kept confidential.
1. All correspondence, statements and records relating to individual complaints are to be kept confidential.
2. All correspondence will be available for inspection on the premises by the LMM BOD.
3. All written records will be kept of all complaints that are made.
4. All records of action taken by the BOD as a result of those complaints (regardless of whether they are upheld) will be kept for inspection on the premises by the LMM BOD.
· The Mosque will be closed after Isha Prayer and no one is allowed to stay overnight inside the Mosque.
· Overnight stay shall be allowed during the month of Ramadan for I’tikaf and/or Qiyam al-Layl (Night Prayer).
· An overnight stay is granted only if the Imam approves it.
· Requests for Overnight Stay has to be filled out and submitted for approval at least 5 days in advance.
· The Imam reserves the right to not grant permission for overnight stay at the Mosque.
· Individuals or groups wishing to speak or address the congregation must seek and obtain prior permission from Mosque management.
· A Request to Speak to Congregations (RTS) must be submitted for approval at least 5 days in advance.
· Any person submitting a RTS must also provide a copy of the talking points, presentation, lecture, etc. that they plan to make while addressing the congregation ..
· LMM reserves the right to not grant its approval.
· LMM reserves the right to interrupt and/or cancel any activity it has approved if it deviates from what was submitted
Mosque Usage
1. The prayer areas will only be used in accordance with Islamically acceptable norms and practices.
2. Only prayers, religious lectures, and religious ceremonies are permitted in the prayer halls.
3. No social functions or private gatherings are to be held in the prayer halls.
4. No private educational classes or halaqas will take place in the Mosque without prior permission of the Imam.
5. For the comfort of users of the prayer hall areas, socializing must be avoided. People wishing to socialize can do this in the hallways or outside the Mosque.
6. Always place your shoes on the shoe rack. Please avoid cluttering the entrance of the Mosque with shoes.
7. No food or drinks are allowed in the prayer halls.
8. Please keep the Mosque always clean. Avoid littering and place your litter in the garbage cans.
9. Removal of Mosque property (chairs, tables, tarps, cleaning materials etc.) without permission from Management Team is prohibited.
10. Vandalism is a sin and a crime. Stealing, destroying, and/or abusing the property in any way (Including the use of graffiti) will not be tolerated, and will be reported to the appropriate authorities.
11. No individual or group is allowed to distribute, sell, loitering, or panhandling on the premises of Mosque without prior approval from the Management Team.
12. No individual or group is allowed to distribute on Mosque properties any leaflets, books, flyers, brochures, and pamphlets etc., religious or otherwise without the prior approval of the Management Team.
13. Photography/video is not allowed in the Mosque building without prior approval of Mosque management.
14. Smoking is not allowed on London Muslim Mosque premises; this includes the entire property within the fenced area. Smoking is harmful for smokers and those around them.
15. Specific approval from the Management Team is required in advance for any media involvement and the scope of their presence for any event. Any outside media pictures taken on the Mosque premises are subject to approval. A designated person must always accompany the media to control their access.
16. Only authorized persons are allowed to use the Mosque microphone and sound system.
17. If you’re the last person to leave the Mosque after a prayer, please be sure to turn off lights, fans and the doors are securely closed.
I. Muslims are highly encouraged to be dressed properly according to what the shariah requires, particularly when they are in the Mosque. Inappropriate dress is not acceptable on Mosque premises.
II. Volunteers are especially required to adhere to the Islamic dress code.
I. No advertisement should be displayed in the Mosque premises without the written permission or stamp from the designated Management Team member.
II. No posting should have any promotion of forbidden/haram items/ideas. This includes any postings of un-covered women, or immodest postures. Images of objects with a soul (human, animals, birds, insects, and fish) should not be posted in the musallah, except when absolutely necessary.
III. These images can be posted in classrooms when necessary for educational purposes. They should be removed when there is no need for them.
I. The Mosque has limited parking spaces, and priorities of use are limited to elderly and those with special needs, in addition, the speakers and members of those have permission from Management Team while assisting the Mosque.
II. Members can park, once space is available during prayers times (except Friday), given that the vehicle is parked properly within the marked lines and at least 24 inches away from the building, and most importantly is not blocking other vehicles.
III. Vehicles parked at Mosque improperly, or parked for an extended period of time without permission, or outside the praying times on a regular basis will be considered in violation of LONDON MUSLIM MOSQUEparking regulations and such vehicle will be towed away at owner’s expense.
I. All announcement requests must be received in writing by Wednesday 5.00pm in order to make it to that week’s Friday announcement.
II. Friday announcements may be made by the designated member of the Management Team.
Other Announcements:
I. Emergency announcements like newborn, hospitalization, accident, death, and request for du’a can be made only with the permission of a member of the Management Team.
II. Other announcements apart from those stated above require prior approval from the Management Team.
III. Approved announcements will be made by Management Team members.
I. All fund-raising requests should be submitted at least a month prior to the event. The following documents need to be submitted at the time of request:
· IRS tax exemption certificate.
· Certificate of incorporation in home state.
· Signed letter of intent for fundraising on organization’s letterhead.
II. Receipt of funds collected with exact dollar amount should be signed and mailed promptly after the fund raising event.
III. Failure to comply with one or all, these regulations may result in consequences up to and including forfeiture of funds collected.
· Islamic etiquette should be observed in the restroom.
· Always use the toilet while seated, standing will cause soiling on the seats and on the floor.
· Individuals should avoid soiling the restroom. If soiling occurs, please clean the area to not affect other users of the restroom.
· Individuals should dry the toilet seat before leaving the restroom.
· Parents should teach their children the Islamic etiquettes of using the restroom.
· When making Wu’du “Ablution”, please clean after yourself; water splashed on mirrors, counter-tops, and floor must be dried. Impurities left in the sink must also be rinsed, and if needed clean with a paper towel and detergents. Wet floors will create slippage hazards to you and others.
· If you’re the last person to leave the restroom, please be sure to turn off lights, fans and no water running from faucets.
· Parking is only allowed in the designated areas within the masjid grounds.
· Do not park in reserved parking spots for the Imam of mosque/school employees.
· Vehicles blocking entrances or parked in prohibited areas may be ticketed by the City and/or towed away at owners’ expense.
· Remember to park appropriately and not to block anyone especially during Friday prayer, Taraweeh, and Eid prayers, etc.
· Follow the instructions provided by security officers and respect traffic signs and the speed limit.
· No overnight parking is allowed without prior approval of Mosque management.
· The LMM will not be responsible for vehicles left overnight in its parking lot.
· Vehicles left overnight in the Mosque parking lot without prior approval may be towed away at owners’ expense.
· Do not park in the neighbours’ driveways or block their driveways.
· LMM assumes no liability arising from damage sustained by vehicles in the Mosque parking lot, nor will it be responsible for vehicles and their contents.
Visitors Policy
· Visitors should not be hosted in the prayer halls
· All male and female visitors must cover from shoulders to knees when visiting the LMM (no tank tops and no shorts or skirts above the knees are allowed during visits the LMM).
